The Eighth Judicial District Department of Correctional Services

is an independent public agency, with a board of directors, created and established under Chapter 905 of the Code of Iowa. Its mission is to provide community-based correctional services to the fourteen counties in southeast Iowa that comprise the Eighth Judicial District: Appanoose, Davis, Des Moines, Henry, Jefferson, Keokuk, Lee (North and South), Louisa, Mahaska, Monroe, Poweshiek, Van Buren, Wapello and Washington. The District provides all correctional services through a variety of supervisory and specialized treatment programs. In addition, the District maintains two residential correctional facilities in Burlington and Ottumwa, respectively.

EMPLOYEE SPOTLIGHT: High Risk Unit Officer Jason Jones, who states the following:

Honored…. This is how I feel about my career and position with the Eighth Judicial Department of Correctional Services.

I had previously worked as a Police Officer for several years before becoming a Probation/Parole Officer (PPO) in 2014.  I made the career switch because I felt I could better help serve the community as a PPO. I wanted to help clients change their behaviors and overcome obstacles, instead of just taking them to jail repeatedly.  I wanted to be part of a solution to the issues and crimes that affect our communities.

 While serving as a Probation/Parole Officer, I managed a caseload and facilitated groups for individuals who had been convicted of Domestic Violence. Helping clients find better ways to cope with, and handle unwanted thoughts and feelings, was rewarding. And I found that what PPOs do can make a real difference.

In 2021, I was promoted to the High Risk Unit, where I continue to serve. I enjoy this position very much, as I can continue to work with clients not just in an office setting, but also in their homes and in the communities.

In my time with the Eighth Judicial District Department of Correctional Services, I have been fortunate to work alongside many other dedicated employees.  Staff members who share the same ideas and ideals as myself, and believe in our department's mission, that we can "Provide Opportunities for Change."

For the first time, we have two employees of the quarter (1st quarter FY23). Secretaries Ashley Hocker of Fort Madison and JoAnn Oetken of Burlington were cited for, "doing a tremendous job keeping our operations afloat through an unprecedented time of clerical transition. Both went above and beyond, doing even more than usual --- while also training our newly hired secretaries." District Director Daniel T. Fell stated in a staff meeting yesterday, "They have done amazing work and we cannot thank them enough."

We are proud of our staff and we know that they make a difference!

Employee of the Quarter

Probation and Parole Officer Cody Allen

Probation Parole Officer II Cody Allen, of Keokuk, and was chosen as our Employee of the Quarter. Allen was cited for his "unquestionable integrity, solid judgment and advanced decision making skills when dealing with clients." A coworker stated in their nomination, "When it comes to case management, Cody was a 'coach' long before that term was being used to describe supervising officers." Allen was also cited for being a rock solid team player. District Director Daniel T. Fell stated, "Cody exemplifies what our case managers do everyday. We are very proud of his work.".

Probation/Parole Officer Justin Leffler

of Fort Madison, was selected by his fellow staff as Employee of the Year. Leffler, recently promoted from Residential Officer, was cited for his positive attitude, work ethic, and willingness to help others. "Justin is the type of coworker you want to work beside. He makes things around him better," said District Director Daniel T. Fell.

Manager of the Year

Probation and Parole Supervisor Colby Kreiss (Ottumwa)

was chosen as Manager of the Year. Kreiss was cited for being a proven leader, one not afraid to help on any level. Fell stated, "Colby is thoughtful and empathetic. Add those qualities to being very knowledgeable about correctional supervision, and that makes him a great supervisor."

Residential Supervisor Chuck Severs

was selected as the District's Newcomer of the Year after being promoted to a leadership position at the Burlington Residential Facility last year. Fell stated, "When someone says I want a supervisor that leads by example, Chuck Severs is who they are looking for."

Volunteer of the Year

Probation/Parole Officer Brenda Zahner

of Burlington, was recognized as the District's Volunteer of the Year. Zahner spends an incredible amount of time volunteering for the Burlington School District's Booster Club. "Brenda does great work for us, and is also an outstanding example of how the people in our department impact the communities we serve,"

Team Excellence

Residential Officers

were recognized by their peers with the Team Excellence Award for the second year in a row. Noting how much impact they have with our clients on the front lines of supervision, Fell said, "The work they do is phenomenal. The nature of their job has changed so much in recent years, and they have met those challenges and excelled collectively, and as individuals."
